I don't think the writers intent was to make him Lemurian...but by revealing Sea Leopard to be one of the Ancients that makes him Lemurian.
Originally in Sub-Mariner Vol 1 the Ancients were a mysterious race that were talked about in whispers. During the Daredevil annual in the Atlantis Attacks crossover we find out the Ancients were the Lemurians who smuggled the Serpent Crown away from Naga and founded a colony on the surface of Antartica. If Sea Leopard is one of the Ancients he's descended from those Lemurians.
