The war was in response to the passage of the Superhuman Registration Act, which is in turn a response to the careless murder of over 600 people by Nitro (including 60 school children caught at ground zero of Nitro's blast).

Camp Hammond & the Initiative

Along the time, protesters grouped around Camp Hammond, requesting the expulsion of the Camp.[5][6]

After being reactivated,[6] Thor's clone rampaged in Camp Hammond, eventually repelled by the joint forces of the Initiative and of the New Warriors,[7] but the battle cost their lives to fourteen civilians along with the Scarlet Spider Michael, plus twenty-two injured. Summed up with the MVP cloning affair, that event gave the legitimacy for Norman Osborn to shut down Camp Hammond. Instants after this announce, the people of Stamford attacked the Camp, tearing it down, and putting down the statue of Jim Hammond.[8]
