History

Ford was "the guy who got the governor [of Sacramento] elected". During the civil war, thirty-five percent of California, one of the Western states who wanted to form an independient nation, was without power. The governor wanted to reopen a decommisioned coal plant. However, Nevada blocked them because it polluted one of their rivers. Ford called a meeting with the recently-elected President Captain America to convince the federal government to help California, but failed to blackmail him into doing so.[1]

He later acquired information about S.H.I.E.L.D.'s top-secret project, the West Coast Ultimates, from an intoxicated S.H.I.E.L.D. agent. Ford soon forced the leader of the project, Hugo Lopez, to give him access to the subjects found in stasis tubes.[2]

Ford later announced the President of the governor's intention to create a West Coast district with him as a Chief Magistrate, but Captain America declined more, and Ford was forced by Hawkeye to leave the meeting. After this failure, Ford ordered Hugo Lopez to deploy the West Coast Ultimate Black Knight and order him to kidnap Tony Stark.[3]

He later sent Vision to hijack Stark Industries' J-RICE Orbital Energy Platform in order to make it crash into Sacramento, in order for the West Coast states to interpret it as an attack from the U.S. government, ensuring the union of the wannabe-independient states into a new West Coast Nation. Ford's plan included to make Wonder Man the successor of the governor after his death during the impact of the J-RICE.[4]

However, Stark managed to escape when he summoned the Orbital Iron Man Armor. Ford ensured his escape by deploying Wonder Man and make him fight the Armored Avenger. Iron Man was triumphant as he later assisted the Ultimates into preventing the J-RICE from colliding in Sacramento.[5]
