Ruth is a celestial being known as an Angel, they hale from the extra-dimensional realm of Heaven. Ruth was part of the order of archangels, which is the highest order of angels.
Ruth is one of the most powerful angels in service of Heaven, so is sent to Earth hunt down and captures the rogue fallen angel Kazann. The plan was to bring Kazann back to Heaven so that the heavenly host can torture him and learn how he has been staying a step ahead of their plans. She doesn't ever speak, except telepathically directly to others minds. Ruth much like the bounty hunter from Hell; Ghost Rider is an expert at riding Motorcycles.
Ruth brainwashed Jemima Catmint into pushing Earl Gustav down into Hell and ripped Malachi's wings off, which turned him into a mortal. When a young boy witnesses Ruth with her wings on show, she took control of his mind and made him stab his own eye out.
Ruth when in a battle with Ghost Rider, she tries to hit him and the Demon Hoss with a bus. This fails and the end up on its side, then Ruth hurls the bus full of people at the pair almost killing them both. Ruth is one of the few people to ever steal Ghost Riders Hell Cycle from him.
Ruth is an angel so possesses vast supernatural power, which is apparently inherent within her.
Superhuman Strength: Ruth possesses considerable superhuman strength sufficient to single-handedly toss a Greyhound buss across long distances, overpower and eviscerate whole numbers of well-trained humans with ease, crush steel, and rip an angel's wings off. She is capable of using her magical powers to augment her strength, but to an unknown degree.
Superhuman Speed: Ruth is capable of running and moving at speeds greater than even the finest human athlete.
Superhuman Stamina: The various mystical energies flowing through Ruth 's body augments her musculature so that it generates virtually no fatigue toxins during physical activity. As a result, Ruth possesses almost limitless superhuman stamina.
Superhuman Durability: The tissues of Ruth 's body, while similar in appearance to a human's, are considerably tougher and more resistant to injury than the tissues of a human being, to the extent where her body is virtually invulnerable to conventional injury. She is capable of withstanding great impact forces, high caliber bullets, exposure to temperature and pressure extremes, and powerful energy blasts without sustaining injury.
Regenerative Healing Factor: Despite his superhuman durability, it is possible to injure Ruth. However, his unique physiology and mystical energies enable her to rapidly recover from almost any form of injury. She is capable of regenerating almost any damaged or destroyed tissue, even missing limbs.
Immortality: As an Angel, Ruth is functionally immortal. She is immune to the effects of aging and is immune to all known Earthly diseases and infections. Ruth is also beyond the need of food, water, or oxygen. If killed, she will merely reform in Heaven.
Magical Manipulation: She can use this magical energy for various effects only a few which have been shown. Known abilities include the ability to project heavenly blasts, shapeshift. She is also able to summon celestial armor and weaponry at will.
Ensnare Astral Bodies: Ruth also possesses certain powers enabling her to capture and detain the astral bodies (sheaths of the soul) of recently deceased human beings.
Winged Flight: Ruth as Angel posses two large bird like wings that protrude from her back. Things wings allow her to fly at incredible speed, and defy the laws of gravity. It has been shown that angels can fly with their wings on show, so they maybe symbolic.
Ruth can cast spells causing others to do what she wishes.
Ruth is extremely strong, once tossing a Greyhound Bus at Hoss and Ghost Rider
An Angel powers can be decreased by removing their wings. This will make them mortal and can be as easily as killed as a human. In that state they are humna and their souls will be judged as such, and if they have sinned they will go to Hell rather then Heaven
Motor Cycle is her preferred method of transport.
