After Shinobi Shaw took over the New York chapter of the Hellfire Club from his father, Sebastian Shaw, he arranged for his own Inner Circle to be formed. Reeva Payge appeared among his recruits, who were presented to Ororo Munroe when he tried to recruit her as well.
