A lot of this story is spent in high up political offices and on a ship. Much of it is very dramatic but lacking in action. The Punisher's dramatic bid to expose U.S. government procurement corruption causes a president to be relieved of command. That president, in turn, commits suicide with a gun, before he can be tried. A orrupt general declares total war on the Punisher with his pen. Punisher's overly elaborate and slow moving plot pays off in thev end.
