The location of the Oculus was concealed via a spell. This spell was inadvertently disrupted by researchers.
Nathaniel Richards (Earth-616) (posing as Doctor Doom) sent Latverian forces to take the Oculus. They did so, only to be attacked by Strange.
The Oculus acts as a conduit for elemental magic.
