Mike Dolan was an ambulance racketeer that was in operation during the 1940's. He attempted to influence hospitals to purchase his ambulances and used hard tactics to punish those who refused. His criminal activities came to an end the day when he attempted to pressure Hillcrest Hospital into purchasing some of his ambulances. Doctor Norton, the superintendent of the hospital, refused to purchase ambulances from Dolan. Angered by this rejection, Dolan lit the hospital on fire and left the patients and staff to burn to death. His mistake was doing this as the hero known only as Jack Frost was passing by. Frost put the fire out and saved the people trapped inside before pursuing after Dolan.
Dolan returned to his headquarters, and when Jack Frost arrived and attempted to confront him, Dolan tried to shoot the hero. He had his gun frozen to his hand for his troubles and fled the scene as the authorities came to apprehend Jack Frost, who they erroneously accused of starting the hospital fire. Dolan escaped in his car, but Jack Frost followed the speeding vehicle through a winding mountain road. Frost downed a tree to stop Dolan from fleeing, causing a fatal automobile crash.[1]Paraphernalia
