Maxov was the leader of the Shadow Consortium, a cabal dedicated to ruling the earth. To this end the Consortium colluded with the Aakons in the hopes the Aakons would make the Consortium the lords of the earth when they took over the galaxy.
The Aakon, however, intended to destroy earth with the Deathstorm. Maxov realizing this too late tried to get help from his fellow conspirator Thera but was shot by her as she wanted to take his place as leader. Maxov was imprisoned by SHIELD.
