Mombi the Witch is up to her old tricks, casting spells to befuddle the Scarecrow, the Tin Woodman, and their friends. Glinda the Good marshals her army for a clash with General Jinjur’s Army of Revolt in a last-ditch struggle for the throne of Oz. But where is Ozma, the rightful ruler? Since Mombi hid Ozma long ago no one has ever been able to find her.
