On March 3, 1938, in Nevada, a western actor named Noble Flagg shot a man dead and activated a device called the 'quaker that destroyed the man's cabin.

Sabbath reminded Fortune of his fourteen thousand dollar debt to her, when Len Sandler of Apex Pictures called for him and told him about Noble Flagg, who had returned to Hollywood and claimed that he had "returned to save Sin City from the Hand of God", as well as Flagg's "financial advisor", who was actually Olga Cimaglia.

Fortune accepted Sandler's job offer and boarded the Mississippi Queen, then was driven to Lily Germaine's residence by Sabbath in hopes of getting information on Flagg. When Fortune arrived, Flagg and several criminals were threatening Lily, so he intervened and attacked them, but was unable to save the woman from being shot. Flagg escaped and caused an earthquake that was unsuccessful in killing his enemy. Later, Flagg caused earthquakes that destroyed gambling casinos, opium dens, bordellos, and burlesque theaters, declared several, including Dominic Fortune, to be dead, and claimed that they were the "Hand of God." Meanwhile, Fortune phoned Olga and declared that the reports of his death had been "extremely exaggerated."

In response, Olga had a man named Jack board the Mississippi Queen, where Fortune defeated him. Sabbath phoned Fortune and told him that Flagg approached the L.A. mob about the 'quaker. Fortune learned from Jack that Flagg had already started another earthquake. During the earthquake, Flagg gave Olga a briefcase supposedly full of money and drove to the earthquake with the 'quaker, while she ordered a man to kill him at the airfield and learned that the briefcase was filled with shredded newspapers. Flagg attempted to escape in a helicopter with ten million dollars and the 'quaker and was attacked by Fortune. Olga appeared at the airfield to confront Flagg, who shot her. Then, Flagg took off in his helicopter, but crashed because he forgot to open the skyline.

Several weeks later, Fortune was reunited with Sabbath, who was relieved, believing that he could finally pay his fourteen thousand dollar debt. However, Fortune explained that he would be unable to do so after making a bet. Then, he and Sabbath drove off.

General Hamilton Arkay has a dream: intelligent robot soldiers to fight all wars, so that no human soldier will ever again have to die. But Arkay develops a deep emotional attachment to his prototype soldier, FM-1, and when the Army decides the robot project is too expensive, Arkay's surrogate son-nicknamed 'War Toy' by his scornful comrades-is relegated to serving as his assistant in a desk job. When an invading alien army devastates Sydney, Australia, however, Arkay and FM-1 are pressed into service, and with the General dead at the hands of the invaders, 'War Toy' is instrumental in their defeat. An ungrateful Government throws FM-1 out of the Army, and after years of menial jobs in a life now without meaning, the robot finally commits suicide in a veterans hospital. Then, the aliens return...
