Maria Hill was Nick Fury's 2nd in command at S.H.I.E.L.D.. When Fury himself disappeared Hill assumed command; however, it was apparent early on that Hill lacked the experience, wisdom, maturity, foresight and political savvy to be a true leader. From the beginning she had a strong dislike of Iron Man, and her personal prejudice against both him and the Avengers resulted in Hill trying to arrest them during a city wide fire fight between A.I.M. and Hydra when the Avengers refused to work for her, blinding her to the more immediate danger to the city.

Afterwards she threatened Iron Man by telling him that she would petition to have government force the Avengers to serve S.H.I.E.L.D. or be arrested. Even though the safety of the city was on the line Hill was so drunk on her own arrogance and need to be in control that she didn't care how many innocent people were hurt while she wasted time trying to force the Avengers to submit to her, behaving more like a spoiled, insufferable child than a true leader. She also displayed great cruelty towards Giant-Man for his part in creating Ultron when the robot eventually went rogue.


Weaknesses

Hill's inability to compromise on rules and S.H.I.E.L.D regulations has often resulted in her wasting time with the Avengers rather than the real threat.
