Luke Garrow, through unknown means, would find himself transformed when exposed to moonlight into a monstrous alter-ego dubbed the Howler. The Howler possessed an inarticulate, animal-like intelligence with phenomenal superhuman strength, speed, and reflexes, and his teeth and claws were used as deadly weapons. With a device invented by the Chimera, Garrow could transform into the Howler while retaining his intelligence and ability to speak.

Not much has been revealed regarding the history and origin of the Howler. Luke Garrow had lived as a criminal for many years during the 60's, earning several outstanding warrants for his arrest under both of his alter-egos. As the Howler, he encountered many of the heroes of his day, such as those of the First Line. At one point, Garrow was approached by the villainous Chimera, in order to form a partnership in which Chimera could steal his rival's technologies. The two were defeated by the First Line, and Garrow was presumably remanded to custody.[1]

Later, Garrow was hired as one of many agents to sabotage the 1963 moon landing. The plot was masterminded by the alien Skrulls, who hoped to subjugate Earth at some point, and brought Garrow and the other mercenaries to the moon via their own spaceship, where the group was confronted by the First Line. The close proximity to the moon heightened Garrow's animalistic alter-ego, to the point where he lost all control. Garrow began a rampage against friend and foe alike, tearing his temporary teammate Axis in two before the villain Scythe killed Garrow before he could continue his rampage.[2]

Powers

In the presence of moonlight, Garrow would transform into the Howler, a furred, savage creature over seven feet tall with superhuman strength, speed, and reflexes, and razor-sharp claws.

Strength level

As Howler, Garrow had superhuman strength, enabling him to lift around ten tons. His strength apparently increased the more moonlight he was exposed to. In his normal human form, Garrow possessed the normal human strength of a man of his age, height, and build who engaged in intensive regular exercise.

Weaknesses

The more moonlight he was exposed to, the more savage and insane Garrow's Howler form would become. In his Howler form, Garrow couldn't speak, and had problems reasoning. Only with the help of an ultrasonic device could Garrow still speak and reason as Howler.
