History
Hydra was created by the Soviet Union, supposedly for the purpose of being the country's equivalent of the American organization S.H.I.E.L.D.. Rudi Gagarin was a member of the group during the 1960s, and it is implied by Nick Fury that it had the same uniforms and motto as its counterpart on Earth-616. By the end of the Cold War, Hydra was dissolved.[1][2]
