"Rocking Horse" Royko served in the 1st Infantry Division ("The Big Red One") of the United States Army during World War II. He met Captain America in 1943.[79]

Decades later, Royko worked for the government as the supervisor of a warehouse where material impounded by federal authorities was kept. Now overweight and bespectacled, and no longer going by the nickname, Royko kept an eye on everything there. He noticed a cache of arms that had been seized by Defense Intelligence Agency, then immediately signed out by a Colonel Max Kalee. Royko noticed Kalee's assistant, a bald man with an air force flight bag. Soon after, Captain America visited the warehouse, following up that same shipment, and met with an admittedly impressed Royko (thou Royko refused to behave like a fan and remind him of his previous encounter). Royko gave Captain America the information he was looking for, including the suggestion to go to the nearest fly base. Before leaving, Captain America told Royko that he remembered "Rocking Horse", and that, unlike Royko had expected, Captain America was still fighting the good fight for Royko and for everyone like him.[79]
