History

Dougan was the commander of Sir Nicholas Fury's soldiers. He later stayed in Roanoke and became the head of the colony's police force, as well as a friend to Governor Ananias Dare. Dougan led the hunt for David Banner, who was an assassin targeting Fury and helped the colony against British forces.
