History

The Council of Watchers is a group of Watchers from across the multiverse that first gathered to discuss the arrival of the Beyonder to Earth-616, and his plan to eliminate Death, which would cause life to lose its meaning as well. The Council agreed unanimously that they had to act to try and avert the impending catastrophe that the Beyonder imposed. After agreeing that it was okay to break his oath of non-interference, Uatu went to Earth-616 to try to find someone that could help him stop the Beyonder. Uatu gathered many cosmic entities, but ultimately failed to stop the Beyonder.[1]

Years later, the Council gathered once again when Utau, the Watcher of Earth-65, shunned his duty. Utau had stopped watching Earth-65, spending his time focused on the whimsical Earth-8. The Council appeared in front of Utau, demanding an explanation and warning him to return to his post, otherwise he'd be at risk of watching no longer. Utau explained that Earth-65 had become too dark and angsty, and that he missed how fun it used to be, but went back to watching it after the warning of the council.[2]

The Council was next seen in the Quarry of Creation, a dimension beyond all space and time, and a sought-after source of powers.[3] Earth-616's Gamora set out to investigate the Quarry, intrigued by her inability to see past the bottom of the it, but she failed to destroy the impenetrable barrier below. Her attempts, however, caught the attention of the Council of Watchers.[4] Afterwards, Loki and the Cosmic Avengers defeated Gamora. Loki used Warp World's Infinity Stones to pass through the barrier, and arrived at the First Cosmos.[5]

Another time, the Council gathered to observe Earth-TRN851's Stephen Strange. This man lived in a world that had been destroyed by a creature named Nebulon. After gaining enormous energy, Strange travelled to the past, arriving in Earth-616, and attracting the Hulk in order to stop the Nebulon of his universe, avoiding his bleak future. Strange's flight through the past was observed by the Council.[6]

Soon later, the Council gathered to stop the Tribunal of Watchers, a group of Rogue Watchers led by Acitua. Instead of non-interfering in multiversal affairs, the Tribunal sought to actually seek and punish with death those who did so. They chained Earth-616's The Unseen to punish him for forming the Exiles.[7] After holding a trial against the Exiles and finding them guilty, the Tribunal was stopped by the arrival of the Council. They admitted that they had not attended to the Tribunal as they should have, but that they were going to face judgment. After imprisoning the Tribunal, the Council disappeared.[8]

Once, Galactus tried to consume a star from the magic realms whose energies had been tampered by Dormammu. This caused severe damage to Galactus, and his suffering was felt by the Council of Watchers. As one of the abstract who embodies all sentience, Galactus' destiny is tied to that of the all life, and should he fall in a realm not his own, universal extinction would be a distinct possibility. As they watched Galactus' agony erupt, the Council did not dare to avert their gaze for an instant. However, Galactus ended up surviving the attack.[9]
