The super mutant child, Akira, has escaped the government and the suspended animation chamber which contained him. In the ensuing panic, what was once covert warfare between government forces and resistance guerrillas erupts into full-fledged combat in the streets of Neo-Tokyo. During the turmoil, Akira is spirited away by a new player in this mounting game of psychic power and intrigue . . Sakaki, the ninja girl but she is waylaid by an automatic police vehicle. Meanwhile, secret resistance boss Nezu, while pretending to serve Lady Miyako's cult and the resistance, plots to gain control of Akira for his own ends.
