Nazi operative number 13 was also known as the Strangler due to his superior strength and talent for strangling his opponents. He was one of the many spies under the command of Rathcone who was charged with eliminating prominent members of the US military. The Strangler would be sent to capture Bucky in order to lure Captain America into a trap. Captain America would beat Strangler and his fellow Nazis into submission, turning them over to the authorities.
