Watching Flash Thompson being led into a car by military personnel, Spider-Man finds something wrong and decides to follow them. The car that he's following is then attacked by followers of the Monks of the Light, and their leader the Giant One. Spider-Man gets in the middle and manages to defeat them all, webbing up the followers. However, the Giant One manages to escape. Grabbing Flash and bringing him to a safe location, Flash tells Spider-Man the reason why the followers of the Monks of the Light were after him:

While fighting in Vietnam, Flash was injured in combat and stumbled across the hidden temple of the followers. There the peaceful monks patched up Flash and he soon fell in love with the elder's daughter Sha-Shan. However, returning to his unit he learned that the military planned to bomb the sector where the temple was located. Horrified, Flash went to go and warn them, but he could not convince them to leave their home and they apparently became victims of the air strike, their temple destroyed. Flash would ultimately be blamed for the bombing and be followed by strange men. Finishing his story, Flash explains that is why he is under military protection. Spider-Man takes him the rest of the way to the Federal Building where he was to be taken.

Returning to his apartment, he finds Aunt May and Harry Osborn there and they've almost stumbled upon his secret identity when May happens on a spilled vial of Peter's web fluid. Using an excuse to explain the strange goo, Peter talks Aunt May out of cleaning it up. Gwen shows up and tells Peter about Flash being in military custody, and he agrees to accompany her to the Federal Building to see Flash. There Peter happens to spot the Giant One also waiting in the lobby, telling Gwen that he has to take pictures for the Bugle. Peter slips away and tags the Giant One with a spider-tracer. However, a bomb goes off knocking out the building's lights. With no time to change into Spider-Man and hoping the darkness can cover him, Peter fights off the Giant One and his goons. The Giant One tosses Peter aside and tells him they will get their revenge against Thompson whenever they see fit.

When Peter tries to go off after them, Gwen stops him, calling him on the fact that everyone thinks him a coward. Peter is left in a bind: how does he go after Flash's attackers without revealing that he's really Spider-Man?

Training for a raid of Stark Enterprises, Whitney Frost has her goons practice their attack with the help of their newest recruit, the costumed villain known as the Gladiator. However, Frost is not convinced that Gladiator can succeed given his past track record, however the Gladiator assures her that his failure against Daredevil was due to his choice in allies, not because of his inability to stop his foe. Not wishing Jasper Sitwell to be harmed, Frost travels to Stark Enterprises to pick him up. Stark meanwhile has a meeting with Janice Cord and her lawyer Vincent Sandhurst who have come to sell her father's assets to Tony. Traveling to Janice's father's old lab, the trio are captured by Gladiator and the Maggia and taken to their base, where Tony learns that Whitney is the Maggia's leader Big M. Faking a heart attack in order to get a hold of his brief case, Stark manages to break out a window and seek cover long enough to change into Iron Man. As Iron Man, Stark battles the Maggia and Gladiator, and saves Janice and Vincent from a falling trap, however his hands are crushed in the rescue attempt. Battling the Gladiator again, Iron Man is losing the battle until he tries to gain the upper hand by using his repulsor rays, however in attempting to do so Iron Man is shocked to find that they were damaged when he was trying to save Janice and Vincent, leaving him at the mercy of the Gladiator's whirling blades.

Donald Blake has just finished treating Thor -- or rather a strong man who dresses as him as part of a circus troupe. He finds that the strong man had injured himself lifting something very heavy. However, unfortunately for the inquisitive mind of Donald Blake, this circus happens to be the one owned by the Ringmaster, leader of the Circus of Crime, who promptly dismisses the questioning doctor. Recognizing the Ringmaster from their previous encounter, Donald Blake decides to investigate the situation as Thor.

Meanwhile in far off Asgard, Loki has gathered a band of malcontents who wish to overthrow Odin and defeat Thor. Among their numbers is the Rock Troll Ulik, who wishes to get revenge against Thor. Finding Ulik a fitting tool to use against Thor, Loki transports the Rock Troll to Earth, sending Ulik to the circus where Thor now stalks. Ulik's sudden appearance and demands for Thor to appear brings the Circus of Crime who all try to attack him and are easily defeated. When the Ringmaster arrives, however, he easily puts Ulik into his thrall using his hypnotic hat.

When Thor stumbles upon the scene, he is spotted by Princess Python, who mistakes Thor as the strong man who pretends to Thor as part of his act. Thor decides to use this to his advantage to find out what it is the Circus of Crime is up to. Participating in the act, Thor is shocked to see that Ulik is present and under the Ringmaster's control.

When Ulik is commanded to lift a one ton weight and put it on a flat-bed truck, Thor realizes that this must be part of the Ringmaster's scheme. Thor then rouses Ulik out of the Ringmaster's thrall, making Ulik drop the weight and turn his attentions against Thor. After a brief battle, Thor uses the magic of his hammer to banish Ulik back to Asgard.

With Ulik gone, the Ringmaster attempts to put Thor under his control, however the Thunder God anticipated this move and knocks off the Ringmaster's hat. Just then the police arrive and the Circus of Crime is rounded up and taken into police custody. When the Ringmaster demands proof of wrong doing, Thor smashes open the weight revealing that it has a stolen defense computer within.

As the Circus of Crime members are being escorted by police, Princess Python asks Thor why he wouldn't get in league with them as they would have paid him well to go along with their scheme. Thor responds that his actions are never the consideration of monetary gain and that of truth and justice before departing.
