Ballistique was a military soldier chosen to be a part of the S.C.A.R.s program developed by General Sam Ryan, Dr. Young Soo Pock, J. Jonah Jameson. Unfortunately, the cybernetic upgrades seemed to cause mental instability. Ballistique and Rocky began taking mercenary jobs on the side to allow them to kill more. Finally, S.C.A.R.s was disbanded.^[1] Ballistique and Rococo were both mind-wiped and given civilian lives.^[2]^[3]

Noelle was made to believe she was an Iraq war veteran who had mistakenly called in an airstrike on innocent children and was now suffering from PTSD. Looking for mental relief from her anguish, she contacted Monet. Monet agreed to help, but her telepathic interventions inadvertently unlocked Ballistique's true memories. Almost immediately Ballistique travelled to Richmond, Virginia to killed General Ryan.^[2] She next went to Omaha, Nebraska to attack a "Nurse Coco" with a flame-thrower. Nurse Coco turned out to be Rococo, her former associate. With Rococo's memories restored the pair set off for New York City to assassinated Mayor Jameson.^[4]

Ballistique and Rocky quickly located their former associate Sylvius, who gladly rejoined the team, assisted in the attempted assassinations of Dr. Young Soo Pock^[1] and Mayor Jameson.^[5] S.C.A.R.s was foiled in both attempts by the interventions of X-Factor Investigations and Black Cat.^[6] Sylvius and Rocky were able to escape in a helicopter, but Ballistique was attacked psychically by Monet and left in a permanent coma.^[1]

Ballistique is a human soldier enhanced with cybernetics with an updated Super-Soldier program, and her displayed the following powers:

Cyber-Bullets: By posing her hands in a gun shape, Ballistique can fire "cyber-bullets" from her index finger.^[2] She creates actual physical bullets,^[7] that cause real harm. Ballistique claims they can "kill anything".^[1]
Regenerative Healing and Retarded Aging: Like all the members of S.C.A.R.s, Ballistique heals quickly from any wound. Additionally, her aging process has been nearly halted, keeping her physically young and healthy for decades.^[7]
