In the pocket universe created by Franklin Richards, Nick Fury was responsible for activating and de-activating Captain America as well as serving as director of S.H.I.E.L.D.. When Fury made the decision to activate Captain America[1], he was drugged and held prisoner in the SHIELD Heli-carrier and replaced by a Life-Model Decoy. He was not released until he was rescued by Rebecca Barnes.[2].
