On Earth-10005, the Mutant Registration Act was a United States law proposed by Senator Robert Kelly, who is mentioned in the movies X-Men and X2. Although this law has never been seen being applied, at least not within the scene, since this law was probably applied before the events of X-Men: Days of Future Past.
