Jim Wilson is seriously injured following the Hulk's fight with Hydra, and the green monster tries in vain to revive the boy when the military arrives. General Ross approaches the Hulk alone and tries to appeal to the green giant, but the Hulk is about to smash Ross when Jim revives long enough to convince the Hulk not to attack and let Ross give him the medical attention he needs. The Hulk agrees and is about to walk away when General Ross tries a bid to gain the monsters friendship. However, a trigger happy soldier loses his cool and attacks the Hulk when the monster takes a step too close to the General, prompting the Hulk to attack the military and then flee.

The Hulk ends up in a shipping yard where he seeks shelter in a crate destined for Morvania, and sleeps the entire trip there. The country itself is ruled by a dictator named Draxon who rules the once peaceful nation with an iron fist. During a procession of soldiers, a little girl named Rachel asks her father Isaac if things were always this way, to which he, a secret freedom fighter, tells her that they were not, and someday things will be as they were in the old days. Isaac is hushed by his wife who fears that one of the soldiers or Draxon himself may hear his treasonous words.

Draxon meanwhile is waiting in his castle for a shipment of components that he will use to make new powerful weapons with which he hopes to take over the Mediterranean and then the rest of the world. However, one of these crates is the one which the Hulk stowed away in, and the monster awakens and smashes out of the crate, confused about where he is. Draxon offers the Hulk an alliance, offering him the entire continent of Europe if the Hulk helps conquer the world. Uninterested the Hulk declines the offer and Draxon orders his men to attack. The powerful weapons they are using succeed in blasting the Hulk off the castle, but this only infuriates the Hulk, who begins smashing the castle and sending Draxon and his men fleeing. Seeing a rush of soldiers returning to the castle for back-up, Rachel tells her father, who decides that now is the time for an uprising and leaves his wife and daughter in order to gather the other resistance fighters together.

Meanwhile, the Hulk has cornered Draxon and grabs the dictator. The Hulk tells Draxon that he likes this country and he intends to stay, and warns Draxon to leave him alone or he will smash the dictator's empire. The Hulk then leaves the scene, with Draxon vowing to get revenge against the monster.

The Hulk happens upon little Rachel who is playing near a pond and hoping that her father can return home, as when he is around she feels that nothing can harm her.

In order to continue tricking Karen Page into thinking that he is Daredevil (and win her affections), Foggy Nelson has shown up at the costume shop, when he meets its temperamental owner, he asks the man to make him a Daredevil costume in his size. Taking Foggy's measurements, the costume maker sends Foggy out, to come back for the costume later. After Foggy leaves, we learn that the man hates costumed-heroes because they are "swaggering braggarts!" Thinking that anybody can be a hero or villain, the costume maker now feels ready to prove his theory.

Meanwhile, after some exercise at home, Matt Murdock shows up for work to find that Foggy is still pretending to be Daredevil, which worries him. That night, Foggy picks up his costume, and the costume maker -- picking up on Foggy wanting to impress a woman -- offers to help him put on a mock battle in his Daredevil costume as a new costumed villain. Foggy eagerly agrees and then tries on his new costume at home, not knowing that the real Daredevil has been watching him the whole time.

As Foggy takes Karen out on a date (little knowing they're being followed by Daredevil) the costume maker has made his own costume in an attempt to be a real villain, dubbing himself the Gladiator, he goes out to the designated meeting place for their battle. When Foggy puts on his Daredevil costume and fights the Gladiator, he soon realizes that the Gladiator is playing for keeps. Realizing that Foggy was faking the whole time Karen flees to get help just as the real Daredevil arrives to fight off the Gladiator.

When Karen gets to their office, she faints in front of their landlord and is rushed to a hospital. While back at the pier, Daredevil leaves the scene after the foe is defeated, leaving Foggy to explain the situation to the police. When Foggy realizes that Karen isn't there, he realizes that maybe she figured out his whole story was a lie. Meanwhile, Matt finds out that Karen has been taken to a hospital where he goes to find that she's being treated for exhaustion.

The Thing begins fighting with Black Bolt. He is amazed at the Inhuman leader's speed and strength. Reed discovers that Black Bolt acquires his power by absorbing electrons from the air into the antennae atop his brow. The Thing decides that all he needs to do is disable Black Bolt's "nutty tunin' fork" and the fight will be over.

Meanwhile, Triton attacks the Human Torch and manages to douse Johnny's flame. Triton states that the Inhumans have managed to avoid the attention of the Seeker for many years, but this impromptu fight may expose them all. Reed wraps his arms around him, until he realizes that Triton's tunic is actually a sealed moisture bag. The bag rips open, and the water spills out. With only seconds left, Triton makes a mad dash for the pier and dives into the water. Gorgon and Karnak take the opportunity to mount an attack against Reed and Sue.

Meanwhile, the Inhuman known as the Seeker arrives with his entourage at the Baxter Building. They have captured Triton and are in the process of tracking down the remaining Inhumans. The Seeker enters a laboratory where he finds the sedated Dragon Man. Mistakenly believing the Dragon Man to be an Inhuman, he prepares to bring him back to his hidden lair.

In the city, the Thing continues his fight against Black Bolt. Black Bolt proves too fast for the Thing's punches, but Ben manages to land an occasional blow. Karnak encourages his leader to use his strongest attack against Ben – a powerful punch that nearly cripples the Thing. The tactic proves too much for Black Bolt however and he nearly exhausts all of his energy.

Crystal informs Gorgon and the others that Triton has disappeared and may have been captured. They agree that a strategic withdrawal would be in their best interests and Lockjaw teleports all of the Inhumans to safety. Johnny flies after them hoping to find a trace of Crystal. Sue is startled to see how enamored her brother has become with the Inhuman.

The Fantastic Four return to the Baxter Building only to find a hole in the laboratory wall. The Dragon Man is gone. Reed uses a special probe to trace the energy signature of the people who made off with the creature. They follow the trail to the Seeker’s hideout in the city and go inside. There, they find the Seeker and the captured Dragon Man. The Seeker has since discovered that the Dragon Man is merely an artificial life form and not an Inhuman at all, so he offers to return him to the FF. Reed asks him about the Inhumans, and the Seeker explains that the Inhumans are a race of highly evolved humanoids, who have perfected the arts of genetic engineering. Through their advanced science, they can bestow super powers unto any individual they see fit.

While the Seeker continues to speak, in another room, the Dragon Man awakens. Flying into a rage, he bursts free of his shackles and begins to run amok throughout the laboratory. The Seeker’s guards open fire on him, but their weapons prove useless. During the struggle, the Dragon Man inadvertently knocks over the water tank containing Triton’s captured form. Triton spills out of the tank, but without water to revitalize him, he will soon die.
