History

Man in the Steel Mask (Earth-616) from Captain America Comics Vol 1 35 0004

The Nazi spy unmasked.

A Nazi spy active during World War II, the man who was referred to as the "Man in the Steel Mask" learned of a long lost mechanical idol hidden in an ancient Mayan pyramid. Finding it, he was unable to activate the mechanical idol because he was unable to translate the ancient inscriptions. This changed in 1944, when explorer Maxwell Dix and his daughter Susan were trying to find the idol as well. Despite interference from Captain America and Bucky, the Man in the Steel Mask (posing as an ancient Mayan ruler) captured both explorers and trapped the heroes in a locked passageway. Threatening to torture Susan, the man convinced Maxwell to translate the inscriptions, and he activated the idol.

Using the idol to subdue the explorers, the man then rushed to a nearby Mexican village and convinced them that he was their ancient ruler. Returning back to the Mayan temple, they found that Captain America and Bucky freed themselves and used the mechanical idol to scare off the locals. When the Man in the Steel Mask managed to retake control of the idol, he attempted to eliminate the two heroes, but they destroyed the idol with a grenade. With his greatest weapon destroyed, the man was knocked out with a single punch, knocking off his steel mask and uncovering his true identity.[1]

The spy's subsequent activities are unknown.

Man in the Steel Mask's Idol from Captain America Comics Vol 1 35 0001

The Mayan Idol.

The Man in the Steel Mask briefly controlled a massive idol created by the ancient Mayan people. The robot is a crude mechanical device that is steam powered and very articulate. Its capabilities appeared to be very limited due to the constant need to manipulate controls located at the idol's foot. It also wasn't that durable as it was destroyed with a single grenade.
