MI13 (Military Intelligence, Section 13), is the United Kingdom's agency set up to deal with paranormal occurrences and is part of its intelligence machinery alongside MI5, MI6, GCHQ, and DI. MI13 is directed by the JIC (Joint Intelligence Committee). The service is directed to protect Britain from mystical, extra-terrestrial and superhuman threats.

History

Origin[]

Over the years, the British Government has formed a number of organizations dedicated to dealing with paranormal occurrences, including Special Tactical Reserve for International Key Emergencies (S.T.R.I.K.E.), the Resources Control Executive (RCX), the Weird Happenings Organization (W.H.O.), and Black Air - all of which eventually collapsed. Black Air, attempted a coup in alliance with the British Hellfire Club, which was thwarted by European team Excalibur. The British intelligence community, acting on information received from Excalibur, had Black Air closed down, forcing it underground. In the aftermath, the Government decided to take all of its previous paranormal organizations and fold them into a single Department, with Alistaire Stuart, formerly of the Weird Happenings Organization, as the Department's head.[citation needed]

MI6, the department of British Intelligence which dealt with matters abroad, wanted to bring paranormal matters under their wing. When an interdimensional capsule from another universe, the abortive advance guard for an interdimensional Martian invasion, appeared in Wapping, Alistaire led the operation investigating it. MI-6 arrived on the scene, and persuaded Alistaire that only MI-6 had the resources to fight threats like the craft's makers. Alistaire attempted to close the Department down that day, but Pete Wisdom and Sir Mortimer Grimsdale, chairman of the Joint Intelligence Committee, prevented him. Alistaire left the Department to head up an intelligence team in MI-6, while Wisdom was appointed as the Department's senior officer, reporting only to Grimsdale. Sometime during Wisdom's tenure, the Department was renamed MI13.[13]

Missions[]

As one of his first appointments, Alistaire gave psychologist Rory Campbell the post of mutant liaison and management. Rory traded information on the Legacy Virus with Sebastian Shaw of the Hellfire Club, in return for a prosthetic leg, replacing one that had been amputated. He was later captured by Apocalypse and transformed into one of his Horsemen.[2]

M-Day[]

In the aftermath of M-Day, Peter Wisdom had a meeting with the director of the MI-13, the Prime Minister and finally Buckingham Palace of the situation. Wisdom was sent on a mission to find Captain Britain as the country needed him.[14]

Fairy Invasion[]

When Otherworld's fairies kidnapped the baby of a Cabinet Minister as part of an attack on Britain, MI-13 were charged with retrieving the baby and forcing the fairies to the bargaining table. Wisdom's operations team included Wisdom himself; Sid Ridley, Captain Midlands, product of a British Super-Solider program during World War II, now an OAP; John the Skrull, a former member of the Skrull Beatles, who adopted the form of John Lennon; Tink, a fairy dissident and former resident of Otherworld, and their newest recruit, Maureen Raven, a clairsentient from Ulster. MI-13 confronted the fairies in Otherworld, but were only able to stop them when Tink revealed herself as the daughter of Oberon, King of the Fairies, and demanded her father end the attack. Oberon proposed a new covenant between Britain and the fairies, which was sealed by Tink's marriage to Wisdom.[13]

Sleeping Giant[]

The team was sent to a military base next to the village of Pantagruel, Wiltshire. They were called there by Jonathan Blatley, who was using a weapon that affects the brain, and was causing the nearby locals to go crazy. At a town meeting the team was interrupted by a soldier shooting up the place, forcing Wisdom to cut off his hands. While in the hospital Maureen was able to enter the soldier’s mind to learn what was happening, she learned about the Sleeping Giant named "Pantagruel". As the fantasies got out of hand, Wisdom confronted Blatley about stopping the weapon. It turns out the Giant was sending out bad dreams between orgasms. The team gathered to try and return the giant back to sleep, but they were too late and she rose from beneath the Earth. She arose with the village on her head, but two other giants arose to stop her, but she dispatched them both. MI-13 scrambled to save the regular citizens. When Pantagruel demanded to know whose side MI-13 are on, only Captain Midlands can put Pantagruel’s needs before those of the general populace, and as he compares her to meeting the Queen she carefully places the other villages back. She stepped into the sea, and Wisdom revealed his plan —- evacuate the remaining civilians and call in a missile strike on the giant. Maureen and the village Vicar convince him to think better of it, and the giant moves into international waters outside of their jurisdiction.[15]

Red Dragon[]

Wisdom visited the Red Dragon Pub in Cardiff and antagonized the Welsh locals. He confronted "Dave Griffin", mocking Welsh and Griffin until he decided to fight hoping for him to reveal himself as Ddraig Goch, the Welsh Dragon. Wisdom took out an ancient parchment and challenged Griffin to an ancient duel of dragons, nominating Shang-Chi to fight on his behalf. Griffin ordered his men to kill Shang-Chi, but easily dodged all their attacks, knocking them unconscious, and even dodged bullets. When all his men are down, Griffin took on Shang-Chi himself and spit after kicking him in the face. Shang-Chi marked this as progress as Griffin began to remember his true personality. Griffin drew energy from everyone in town, ripping off his skin and transformed back into his dragon form. When Shang-Chi finally broke through to him, he explained to him that he is actually a noble being, and while Shang-Chi kept trying to show his story to the dragon, he gave him an uppercut sending him flying into the sky. When Shang-Chi's began to fall back into the city, Y Ddraig Goch grabbed him in mid-air, protecting Shang-Chi from the shock as they fell. He transformed back into human form, glad Shang Chi was still alive. Wisdom then broke his promise to Shang Chi to release the Dragon. Y Ddraig Goch yelled "Cymru am byth" at Pete Wisdom, while MI-13 agents put him on a truck with a power-suppression device.[16]

Jack the Ripper & Martian Masters[]

The Martian Masters of Earth-691 empowered James Ransom. He was an ordinary tour guide who was obsessed with Jack the Ripper. He became a living interdimensional conduit that they would use to enter Earth-616 and take it over. Ransom was given the power to pull in things and beings from parallel realities into his reality. At first, he had no control over his power and accidentally summoned alternate versions of Jack the Ripper.[17] Ransom was arrested and got the hang of his power while incarcerated. Wisdom attempted to convince Ransom to help him locate someone. Ransom responded by summoning mechanized units belonging to the Roman Army of Earth-15075 in order to get away from Wisdom. Ransom then kidnapped Maureen to use a link that would allow the Martian Masters to come to Earth.[18] They managed to stop the full-on interdimensional Martian attack, but only at the cost of Maureen's life.[19]

Secret Invasion[]

A fanatical sect of Skrulls had been infiltrating Earth for years, preparing the way for a full-scale invasion. When the invasion began, Grimsdale had three of the Skrull Beatles killed. Only John was left alive, thanks to 'conflicting orders' from above. Grimsdale came to kill John himself - and got close enough for John and Wisdom to spring their trap. John was able to identify Grimsdale as a Skrull infiltrator, allowing Wisdom to kill him.[3]

In response to the crisis, the Prime Minister decreed that every British superhero now worked for MI13. Grimsdale's death left the Joint Intelligence chair vacant; at the Prime Minister's request, Wisdom now reported directly to him.[3]

Slaymaster[]

Captain Britain was targeted by Jasper Bateman who used the original Slaymaster's equipment. He was later confronted by Captain Britain and Deadpool and was defeated with ease.[20]

Heroic Age[]

M-13 and Excalibur was invited to Washington, D.C. by Captain Steve Rogers to represent the UK as they ushered in the new Heroic Age.[21]

Battle against X-Force[]

When X-Force attacked allied forces in Afghanistan, MI-13 sent in Agent Wisdom, Gloriana, and Excalibur as reinforcements.[22] Excalibur went toe-to-toe with Marrow until she was hit with one of Doctor Nemesis' tranquilizer darts.[23]

Aqirian Escort[]

MI-13 escorted President Abdi of Aqiria and his bodyguard Black Gold to a press meeting about a potential treaty exchanging super-being training for Aqirian oil contracts.[24] While travelling through London, an Aqirian gay rights activist tried to shoot the President, only to be stopped by Agent Wisdom.[25] Thanks to that, the machinations of Legion caused the President's regime to collapse in a bloodless coup. The deposed president had Black Gold hunt the mutant down for three days. Eventually tracking him to Muir Island, Black Gold attempted to shoot Legion, only to miss hitting his mother Gabrielle Haller. In a rage one of his personalities destroyed Black Gold and the President.[26]

Hunt for Sabretooth[]

While on a joint MI-13/S.H.I.E.L.D. mission in Madripoor hunting Sabretooth, Excalibur saved Wolverine's life, having been severely poisoned without his healing factor.[27]

Quiet Man Invasion[]

MI-13 battled an invasion of Earth sent by the Quiet Man. Around the world, portals have opened and are spewing forth monsters.[28] The Fantastic Four defeated the Quiet Man halting the invasion and MI-13 watched as the creatures were destroyed.[29]

MI13 has access to both technological and mystical resources, including plasma holo-projectors, flechette cannons, inter-dimensional sensors and scanners, rituals allowing travel to Otherworld, and nanominium, used as anti-magic protection. O is the department's quartermaster.
