Grover was The Director the of FBI during the development of the Super-Soldier Serum.

He was killed by Heinz Kruger, who had infiltrated the top-secret military base and assassinated Abraham Erskine, the scientist who developed the Super-Soldier Serum, as well as the Vita-Rays that transformed scrawny Steve Rogers into the muscular Captain America.

J. Arthur Grover was likely a play on the name of J. Edgar Hoover, who was the director of the FBI during the years 1925 to 1972.
