After the conclusion of Scorched Earth it was revealed that the early phases of the program to be a series of widespread distractions for the final plan. To buy time to allow one of his hidden cloned brains to prepare a new body. Having a different personality and purpose from his predecessor he dubbed himself M.O.D.O.K. Superior.
