History
Fred "Shorty" Baxter was active in South-Sea China during the 1940's. He aided Dave Dean in an attempt to salvage a cache of pearls from a sunken ship. When Dave was attacked by the Demon of the Deep and suffered the bends when coming to the surface too fast, Shorty helped him gain back his health. In a second attempt to recover the pearls, it was Shorty's quick boating skills that pulled Dean out of the way of another attack by the Demon. This led to Dave Dean capturing the so called "Demon" and reveal his true identity to be Phillip Blackwood.[2]
