History

Proctor is the head of Department H's Youth Acceleration division, dedicated to the development, acquisition (also called Harvesting) and indoctrination of new super-humans for the Department. He is also responsible for the Hull House and its Legacies. When Lilli was recruited into Department H, it was Proctor who "adopted" her from the Hull House orphanage under the guise of Mr Smith.
