Synopsis for "The Bucky Issue"
Steve Rogers is questioned by Senator Lester Paley's staff concerning Cap's possible reckless endangerment of Bucky Barnes as his teen aged partner in World War II. Steve recounts how, despite their friendship, he was assigned Bucky as a field operative to counter the influence of Hitler Youth. Most of this issue recounts some Cap and Bucky's earliest interactions.
