History

After the Superhuman Registration Act was passed, S.H.I.E.L.D. created a special division colloquially referred to as "Cape Killers" to take down and arrest unregistered superheroes they could find.

During the events of the subsequent superhuman Civil War, the Cape Killers were responsible for capturing and transporting unregistered superheroes to the Negative Zone prison, 42.

After Norman Osborn established H.A.M.M.E.R. he dissolved the Cape Killers.
