History

After Norman Osborn rose to power he moved the headquarters of the Initiative to a remote base in New Mexico. He used the Initiative as a cover for the Hood's gang, allowing them to operate publicly as members of the Initiative-established teams. Taskmaster was made head of the Initiative.
