Bill Bishop was a member of the Teen Brigade a group of friends around Rick Jones.

Presumably, he was the person who once showed him an ad in a paper, promising super powers, to Rick - in truth the ad had been placed by Immortus to capture Rick Jones and lure Captain America and the Avengers into a trap^[1].
